About: Malmö’s “Hyllie Climate Contract”

For urban sustainability to become reality, collaborative governance approaches are needed. In Malmö, a novel concept for public–private cooperation is being tested, aiming for the developing city district of Hyllie to become 100 % reliant on renewable and recovered energy by 2020. Launched in 2011, the so-called Hyllie Climate Contract is a three-party cooperative institution constituted by the municipality, the privately owned energy company Eon, and the local waste collecting agency VA Syd.

In several ways, the contract has paved the way for concrete progress that would not otherwise have been attained. It also faces challenges that could hamper its success as an expedient local governance initiative.

This presentation comments on the design, outcomes and replicability of the Hyllie Climate Contract experience.
