More than 180 participants from various customs offices in Asia, brand owners, legal experts and academics from Asia and Europe attended the International Cooperation to Fight Counterfeiting: the Real Deal Conference, co-organized by the European Union Academic Programme Hong Kong, the European Chamber of Commerce Hong Kong and the World Customs Organization.

Mr. Lee Hon Wah. Head of the IP Investigation Bureau of HK Customs kicked off the session with his opening remarks highlighting the role of HK Customs in the fight against counterfeiting. In the first session “Promoting Consumer Health and Safety and Raising Awareness about the Dangers of Counterfeits”, Ms. Daria Kim of the Chinese University of Hong Kong and Mr. Samson Chiu, Director Asia Pacific of the Pharmaceutical Security Industry provided a detailed analysis of the legal background and the latest trends and figures for pharmaceutical counterfeiting, which has been increasing rapidly in recent years. Mr. Younghoon Choi, Deputy Director of Investigation Planning Division, Korea Customs, Ms. Li Dan of the Guangzhou Customs District of China Customs and Ms. Yunko Yamamoto from the World Customs Organization gave the audience an overview of the role and actions of their organizations. All speakers agreed that there is a need of further cooperation in raising awareness of the dangers of counterfeits. The customs officials from China, Japan, Korea and Hong Kong as well as the WCO reckoned that the problem of transshipment is a serious problem and countries are taking various actions to tackle the issue.

In the second session, Mr. Stefan Amarasinha, Head of the Trade and Economic Section of the European Union Office to Hong Kong and Macao, shared some interesting figures showing that the EU’s economy is highly dependent on IPR-intensive industries, which account for 39% of GDP and 77 million jobs. Therefore, IPR protection is a very important matter for the EU, which will continue to strengthen cooperation with international and national partners via multilateral and bilateral agreements. He also mentioned that the latest statistics show 69.51 % of EU counterfeits detected in the EU originate from China, while 7.79% of them are from Hong Kong. Ms. Fatima Lgarch of the World Customs Organization introduced the new WCO IPM project, which is the WCO’s global anti-counterfeiting database aimed at enhancing cooperation between customs administrations and the private sector. Mr. Stanislas Barro, Senior Brand Protection Manager (Asia Pacific & India) of the European Kering group and Mr. Anubhav Jain, ACF Investigations Manager (South Asia) of the Hwelett-Packard Global Security Group, explained how the private sector currently implements transnational cooperation.
